FIDIC Delegates Visit Manila after Philippine Presidential Poll

While the Philippines is
busy in the canvassing of votes to declare its new set of leaders after the May
9 presidential election, FIDIC (International Federation of Consulting
Engineers) delegates visit Manila on May 12 and was welcomed by its official
member association, the Council of Engineering Consultants of the Philippines
(CECOPHIL), in EDSA Shangi-La Hotel at Mandaluyong City.

 

The meeting consists of a
brief update on what is happening to FIDIC as a whole and to its member
association, CECOPHIL, which is charged with promoting and implementing the
industry's strategic goals on behalf of member firms in the Philippines representing
the majority of consulting engineering firms. The consulting engineering
industry sees beyond the technical aspects of infrastructure development and
resource management to the social and environmental obligations of sustainable
development, the most important criterion for project acceptability.

 

The meeting started with
the introduction of CECOPHIL’s Board of Directors by its President, Mr. Henry
A. Muallil from Engineering and Development Corporation of the Philippines, who
laid the plans and programs of CECOPHIL, which include the following: trainings
for the benefits of member firms; the launching of CECOPHIL Young Professionals
Forum (YPF); the promotion of dispute adjudication board (DAB) and strengthening
of the National List (CECOPHIL List of Adjudicators); active participation of
CECOPHIL in the region with the onset of ASEAN Integration and Free Trade
Agreements; and finally, the active promotion to increase CECOPHIL’s membership
that will benefit both CECOPHIL and FIDIC.

 

Among the delegates of
FIDIC were Mr. Jae-Wan Lee, FIDIC President; Mr. Kiran Kapila, FIDIC Board
Member; Mr. Liu Luobing, ASPAC Chairman; and Mr. Enrico Vink, FIDIC MD.
CECOPHIL’s welcome party included Mr. Henry A. Muallil; Mr. Manolo Dador, Vice
President, from Schema_Konsult; Mr. Michael Roberto P. Reyes, CECOPHIL
Secretary, from DCCD Engineering Corporation; Mr. Roy Anthony C. Luna, Director,
from AMH Philippines, Inc.; Ms. Nathalyn Jose, Director, from SMEC Philippines;
and representatives from CECOPHIL YPF, Mr. Patrick John Ramos, YPF Chairperson
and Mr. Manny B. Lauresta, YPF Vice Chairperson, from Philkoei International,
Inc. and Pertconsult International, respectively.

 

Mr. Ramos gave an
in-depth report about the YPF launch on February 19, 2016 and its program for
the year which draw interest from the FIDIC delegates since FIDIC and
CECOPHIL’s longevity is based on the success of strengthening the YPs.

 

Further, Mr. Reyes shared
what is currently going on with the ASEAN Integration, the pro-active role of
CECOPHIL in the region, and the membership of CECOPHIL in the Federation of
ASEAN Consulting Engineers (FACE) which will also interlink with the role and
activities of FIDIC.

 

Likewise, on their part,
Mr. Lee presented an overview of what is happening to FIDIC which includes the
possibility of having FIDIC Accredited Engineers in the years to come, the need
for a much stronger presence in the region in furtherance of its goals, conduct
of trainings and creation of training manuals and training resource kits in the
areas of management systems (quality management, risk management, business
integrity management, environment management, sustainability) and business
processes (consultant selection, quality based selection, tendering,
procurement, liability, technology transfer, capacity building). He also embarked
on how to encourage member firms to support YPs, attendance of YPs in FIDIC
conferences and to provide them with training and sponsorship programs.

 

Mr. Vink also added that
climate change adaptation shall be given top priority since Philippines is most
vulnerable to climate change. Guidelines on climate change/disaster
preparedness shall come in the engineer’s perspective for effective
implementation.

 

Upcoming conferences were
also presented to encourage participants which include the FIDIC Asia-Pacific
Contract User’s Conference in Singapore on 26-27 July 2016, aimed at harnessing
critical insights from experienced speakers and networking with fellow
Asia-Pacific users and thought leaders, and the
FIDIC International
Infrastructure Conference on 25-27 September 2016 in Marrakesh, Morocco whose theme
centers around climate change.

 

Overall, the meeting between CECOPHIL and FIDIC was
very fruitful and more importantly, it successfully provided a casual venue to discuss
and share the future direction and plans of both organizations whose common
goal is to elevate the position and standards of both the global and the
Philippine engineering consulting industry.
